In a significant administrative reshuffle, the Government of Jammu and Kashmir Higher Education Department has announced the deputation of Dr. Yasmeen Ashai, the current Director of Colleges in J&K, to Cluster University of Srinagar. Dr. Ashai will take over the responsibilities as Dean Academic Affairs at the university, according to a government order cited in a letter from the university dated April 3, 2024.
The transfer reflects the government’s intention to utilize Dr. Ashai’s expertise to fill the vacant position of Dean Academic Affairs at the Cluster University of Srinagar. This appointment is on an ex-cadre basis and will be effective for the duration of one year or until Dr. Ashai’s date of superannuation, depending on which event occurs first.
Despite her new role, Dr. Ashai will retain her position and responsibilities as the Director of Colleges, J&K. She is tasked to hold both positions concurrently until a new Director of Colleges is appointed by the Administrative Department or until the completion of her extended tenure.
Dr. Ashai’s salary will correspond to the post of Principal in her original office, the Directorate of Colleges, J&K, ensuring that she retains her lien and promotional prospects within her parent cadre.
The letter also includes a list of stakeholders and departments who have been intimated about this appointment, including the Joint Secretary (J&K), Ministry of Home Affairs, Government of India, and the Registrar, Cluster University of Srinagar, among others.
The Higher Education Department has updated all the relevant offices and personnel about this change and is expected to take the necessary actions for a smooth transition. According to the official government order, all concerned parties have been instructed to comply with the new arrangements.
The government order clearly reflects the administration’s efforts to strengthen the academic leadership at the Cluster University of Srinagar by selecting a proven educational administrator like Dr. Yasmeen Ashai for the crucial role of Dean Academic Affairs.
This administrative decision is concluded by the signature of Sanjay Kumar Tickoo, the Under Secretary to the Government, indicating that the order comes directly from the highest levels of the state administration.
