The Government of Jammu & Kashmir has issued a significant update from the Office of the Transport Commissioner. This circular addresses a critical issue regarding the operation of night services by Stage Carriage Buses on various routes within the region.
Subject: Ban on Plying of Night Service by Stage Carriage Buses
The circular highlights the growing concern that Public Transport Operators, specifically Stage Carriages (Buses), have been operating night services from Jammu to Srinagar, Doda, Kishtwar, Ramban, Rajouri, Poonch, and vice versa without following the proper timetable. This situation has also been flagged by several Deputy Commissioners (Chairman RTA’s) who have requested that night services be restricted.
Key Points:
1. Risk of Accidents:
- The practice of operating buses during the night is deemed dangerous and increases the likelihood of road accidents and fatalities.
2. Unhealthy Competition:
- Night services lead to unhealthy competition among Public Transport Operators, which can further escalate risks.
3. Regional Transport Authorities (RTA):
- Regional Transport Authorities (RTAs) in each district, led by the District Development Commissioner, have been urged to conduct special drives to curb this tendency among transport operators.
4. Restriction Timings:
- Night services for Passenger Service Vehicles are restricted from 10:00 P.M. to 05:00 A.M. on routes between Jammu to Srinagar, Doda, Kishtwar, Ramban, Rajouri, Poonch, and vice versa. Exceptions will only be made for emergent circumstances.
Consequences:
Any violations of these instructions will result in strict disciplinary action against the responsible officers. The Regional Transport Officers (RTOs), Assistant Regional Transport Officers (ARTOs), and other officials with jurisdictional powers are required to enforce this ban rigorously.
